Add an empty state UI when no skills are listed

Hi team,

I noticed that when there are no skills to display, the skills list area is empty. This can make the application feel a bit stark or like it's still loading.

Proposed Solution:
I suggest implementing an "empty state" component or message that renders when the skills array is empty. This message could guide the user on what to do next.
