[SDX Internal] Problems with downloading mirrored additional datasets from Google Drive

It likes to zip all the files online and split apart when there are files over 2GB. Somewhat inconvenient to unzip and combine. May be better to host on S3?

Known-good process:

• Download the data, one planet at a time
• Move all zips to stp-planet-data-tools/input
• Extract Here on each zip, which retains the correct folder structure. May need to download 7zip to have an explicit Extract Here option instead of going through the path dialog to remove the extra folder
