Access Permissions

Currently, only the assigned tech lead/mentor, manager and admin's can see the evaluations of an individual. There are several use cases that need the subject of an evaluation to grant access to their evaluation (for example, mentorship from a trusted colleague not on the formal management line). This might be accomplished in a couple of ways

1. Google docs style
2. Multiple managers or mentors/tech leads

Both have pros & cons that we will explore as & when we get to this.
