Describe the solution you'd like
[+] For users who do not have permission for a certain glow effect (rainbow/flashing), a blocking item will appear. Barrier, Red_dye, etc.
[+] If you have the glow unlocked, make sure the description shows whether it's in use or not. And if the glow is selected, change the item to the same one, but enchanted.
[+] Change and add the use of &1, &2, &3, &l, &m, &n, &#YYYYYY, &x&Y&Y&Y&Y&Y&Y&Y, to facilitate the use of colors and effects throughout the plugin as such.
[+] New gui for custom effects. Choose multiple colors and cycle through selected and preset colors.
EX:
Christmas Glow: dark green, dark red.
Halloween Glow: yellow, gold.
etc.
