DDBOT在QQ账号并没有@全体次数的情况下仍然可以@全体，这导致机器人账号经常被风控。（另外没有@全体次数时候@某几个用户也没有生效）

操作系统版本：windows server 2022 x64
BOT版本：1.0.9 x64
