No, I don't want to steal it, I just want to play with my friends with VOC. I wanted to play a slasher sim with proximity chat with walkie-talkies. So is it legal to extract the line of code to use it in my server, if it's allowed which part of code can I take to make it?

Officially, both Hullrot and the /tg/station13 are licensed under the GNU Affero General Public License.

In short: All of Hullrot's code is free to use on your server, as long as the code for any modifications you make are made available to your players and you give them the same permission.

I can answer questions about a specific situation if you provide more details.
