Dragdown Wiki Pages Having Issues with Table of Contents #1012

List of steps to reproduce (step by step, including full links if applicable):

Click on the "Strong Attacks" heading on the Table of Contents. Notice that the section is automatically collapsed when looking at the body, despite having been open prior, and the wiki jumps to the next section.
Click on the "Aerial Attacks" heading on the Table of Contents. Notice that this section automatically collapses as well.
Click on the "Strong Attacks" heading on the Table of Contents. It's visible in the body again.

What happens?: The issue is that clicking on sections in the Table of Contents doesn't result in the section expanding, instead resulting in it toggling whether it is expanded or collapsed. This seems to be an issue specific to the Citizen skin.

What should have happened instead?: It should've been as simple as expanding all the clicked sections instead.
