Prototype integrations with other map software

Now that there is some licensing impediments to using Mapbox's SDKs, we should consider prototyping integrations with other mapping SDKs that support MVT or other vector tile formats, e.g.:

• Tangram
• MapLibre GL (open-source fork of Mapbox GL)
• deck.gl (but without the use of Mapbox GL, maybe as a custom layer?)
• OpenLayers
