Standardise on navigation wording

We do have some guidance in place for this atm, but it's not strictly adhered to:

• https://stylepedia.net/style/6.1/#n
  This recommends "navigate to".

• In most cases, the MMoS recommends "go to".

• IBM lists "navigate to" under "use with caution" and prefers a more direct verb (and offers "go to" as an example).

"Go to" is definitely shorter and simpler; is it better?

The answer is to use "Go to" whenever possible. Like most things, this is not "always" or "never", but rather "we prefer this but exceptions happen".
