Implement more permanent 'caching' for tags

For tags (as these are more permanent fixed in time in comparison to branches), dump the build artifacts in a release:

• No rebuild required
• Release artifacts can be used to host somewhere else

There is an existing workflow that allows for automatically uploading assets upon release; https://github.com/softprops/action-gh-release

Great idea! Especially as the release artifacts do not expire. It should encourage users to use tags/versioning more actively to preserve things they want to save.
