Add line in footnote about alerting us if any private information is shown

I just saw an unredacted SSN in a PDF that we got back from the city. A note in the footer would hopefully lead to the removal of existing private information and also remind readers that we take privacy seriously.

Also add link or button users can click that will send alert to my email, the editors email and/or the project's Slack channel.
