Towny Advanced | Players can't attack with fence

I'm trying to attack on another town and I gave the permission but it doesn't work. Is it about me or the plugin. May I solve that with a script. Thanks for ur answers.

I was filling the form and I saw it was necessary an additional plugin for flag war. I downloaded the flag war plugin and it worked. Thanks.
