Airports with non-IATA codes, or no codes at all

Non-IATA codes are ignored by the enrich_airports workflow. Only codes found in the OurAirports database (https://github.com/davidmegginson/ourairports-data/blob/main/airports.csv) can be added automatically.

Small airstrips and former airports often lack codes. Should codes be created for them?
