Waystones not generating inside modded dimensions even when set to do so.

Describe the Issue

I've tried to get Waystones to spawn in modded dimensions with several different methods and none seem to work.

So far I've tried to add modded dimensions to the whitelist, leaving the whitelist empty and using the blacklist on one dimension, leaving both the whitelist and the blacklist empty.

All of this while also setting the Waystone frequency to 1 chunk of distance, changing from the biome waystone setting to one of the other ones.

While the log I've attached here only contains a test using The Aether, I've also tried with The Twilight Forest, The Bygone & Tropicraft, I haven't tried any other modded dimensions as of this test so I'm not sure if this is a per modded dimension issue or if its affecting all modded dimensions.

Vanilla dimensions generate waystones normally in all of my previous tests.

The config option descriptions were a bit confusing - they will only restrict waystones from spawning if they would otherwise spawn, but they will not add new spawns to biomes that would otherwise not have had a waystone.

In order for a biome to have a waystone, it must be in one of these tags:

has_structure/waystone
has_structure/mossy_waystone
has_structure/sandy_waystone
has_structure/blackstone_waystone
has_structure/end_stone_waystone

So in order for waystones to spawn in the Aether, you could create a datapack that extends one of those tags with all of Aether's biomes.
