Charter of HCC Computer Club #13

As per request from Computer Science and Technology (CST) teachers, we need a charter that describes rules and regulations in one document.

The charter should:

Clearly state what is HCC, why we start HCC, and how HCC can operate
Be as simple as possible. We I don't want a club full of red tapes
TBD

I expect some months to complete this job (if no one is doing me a favor).
