Pull in the data stream from NRCS from one or both of the data sources

AWDB Web Service:
https://www.wcc.nrcs.usda.gov/web_service/awdb_web_service_landing.htm

Report Generator (can be used as a REST Webservice):
https://www.wcc.nrcs.usda.gov/report_generator/report_generator_landing.html
