[Bug] Unable to use "Place on Hotbar" in PVP zones

Technically works in PVP zones, but it will nest the ability onto PVE hot bars instead -- you won't see the result until you leave the PVP area. Trying to inject directly onto a PVP Hotbar is not currently possible; likely another list of hot bars not available in the Drop Down.
