[Feature Request] Skip action on stack if its buff has been detected on intented target

I'd love the ability for ReAction to be able to tell if an action that applies a buff has already been applied to the target. That way actions that give a buff won't block the rest of the stack underneath it. Talking about actions like BLU: Moonflute, AST: Celestial Intersection, WHM: Regen
