Ideas for improving community involvement in flutter/flutter

Recently some members of the community have highlighted challenges related to getting enhancements to Flutter landed in flutter/flutter. The issues tend to focus on limited resources, lagging ticket resolution, and unaddressed community contributions. Ideally, the community could benefit from improvement to contribution processes that would result in faster fixes and integration of community enhancements.
