Bump got and ng-packagr

Removes [got](https://github.com/sindresorhus/got). It's no longer used after updating ancestor dependency [ng-packagr](https://github.com/ng-packagr/ng-packagr). These dependencies need to be updated together.

Updates `ng-packagr` from 9.0.0 to 14.2.2
