With #127, hw planes are used when it's possible to entirely skip composition.

However there are cases where it's not possible to entirely skip composition, but it's possible to offload part of the composition to hw planes. Some layers will be displayed by painting with Vulkan, some layers will be displayed via hw planes.

Supporting this involves setting up a libliftoff composition layer.
