Develop Real-Time Alert Generation Service

Create a backend service that consumes data from the Cognitive Engine's recommendations. When a new "Disruption Alert" is generated, this service must be able to push that alert to the correct user in real-time.

Suggestions: This is more than a simple API. Evaluate and implement a WebSocket service or a serverless push notification system (like using AWS SNS) for this. This requires an asynchronous architecture.
