[BUG]: PCSE000383 DLC content not working

Description of Issue

When trying to run the game with it updated to version 1.09, the DLC does not work and the game keeps insisting I update the game despite being on the latest patch.

Expected Behavior

Install game, update and DLC and have DLC work as intended

Reproduction Steps

Install base game
Install update 1.09
Install DLC
