[FEATURE]: Add iperf2 v2.2.1

What is the feature?

Add a newer version of iperf2 than the version from 2020.

Motivation

There are several reasons to use iperf2. Do not assume iperf3 is better than iperf2 because 3 is greater than 2. These are separate projects with separate maintainers, features, and capabilities.
