Admin Panel

Some of the plugins we have would probably benefit from some kind of admin panel for working with stored data. This is a very large undertaking, and would probably require fundamental changes to the plugin interface. My expectation would be to add an optional Servant API argument to each plugin that defines a basic admin interface, and then for the bot to serve all Servant API parts it has access to. This will require much more thinking though.
