[FUNCTION] implement `circuit_breaker_module`

• Title: Module-specific pause functionality.
• Description: Instead of pausing the whole contract, allow pausing only "Pools" or only "Campaigns".
• Requirements:
  • Admin-only status toggles.
  • Test: Verify donations work for campaigns while pools are paused.
