[BUG] Disabling Legendary Gifts

Hi. When I start a new character, even though Legendary Gifts is disabled in the mod menu, they still show up when I gain a Mythic Tier. I have to go in and turn them on and back off in order to get rid of them. I was able to reproduce the effect with only the required mods and Toy Box.

Just add LegendaryGiftsPhaseView.EnableLegendaryGifts(IsEnabled(LegendaryGiftsKey)); after Logging.EnableVerboseLogging(IsEnabled(VerboseLoggingKey)); and that's it
