[FEATURE] Reroll any number and type of dice

I would like the ability to reroll any number of dice, as well as any type of dice, for a given roll, without spending willpower.

For examples of reroll outside of Willpower, the Salubri Coterie Clan Merit "Restraint" in the Player's Guide lets you reroll all your hunger dice, for instance, as well as some Dyscrasias (such as "Principled" from the Core Rulebook).
