[Theme Handbook Overhaul] Publish Chapter: Advanced Topics

Now that the Advanced Topics chapter is fully drafted, it is time to begin moving this new chapter to the Theme Handbook.

This is a sub-tracking issue for #816. I've created this ticket so that it's easier to manage and coordinate the process for this new chapter that is being added. We can also use this to add any notes for things we need to know as we move through the larger Theme Handbook Overhaul project.

Older content to update

There are currently two docs under the Advanced Topics chapter that will be updated and moved to the upcoming Guides chapter. Until we publish the Guides chapter, we should keep the original docs under Advanced Topics.

There is also a "Plugin API Hooks" doc that will need to find a home under Classic Themes.

I have moved all but these to the Theme Handbook as drafts today:

• Chapter Landing Page
• Child Themes
• Testing
• Publishing Themes

The first two cannot be moved until we're ready to publish the chapter. I'll do a final review and move the second two tomorrow.
