It's currently impossible to filter block themes by popularity.
But popularity/social proof is one of the most important factors for users picking themes. As an user I want to see the the themes that are doing well and are picked up by other users and benefit of the side effects of a bigger theme community.
Ideally, both block themes and popularity should be selectable from the main theme window, not one or the other.
For example I wouldn have never known about the existence of Neve FSE (Neve is a populalr classic theme) if I wouldn't have scrolled down the list for a while. Neve FSE has 2000 installs which puts it among the most populalr block themes, but it's basically invisible if you're not searching for it.
