I just noticed that PRs related to Block Comments are marked for backporting. The feature is still experimental, and these PRs aren't blockers for WP 6.8.

I will move the PHP core for experimental features into the correct directory.

@Mamaduka it looks like WordPress/wordpress-develop#7575 listed here was merged in 6.7. See: https://core.trac.wordpress.org/changeset/59262

@joemcgill, the list generation is automated, and it looks like the backport changelog file was incorrectly placed. Since it's already merged and doesn't add more work, I think we can keep it here for now.
