Move Openverse Slack reaction bot to Openverse infrastructure

Description

The Openverse Slack reaction bot presently exist on infrastructure that is not managed centrally by the Openverse maintainer team. We would like to spin up an instance of this on our own infrastructure so any available maintainer may be able to address issues with it should they arise.

This would require:

1. Add it to the monorepo and integrate CI
2. Deploy it with ECS
   • Would necessarily include changes to the code to improve the production runtime (using gunicorn uvicorn workers, etc).

Thanks for opening the issue, @AetherUnbound. There was an existing issue in the infrastructure repository for this, but I've closed it in light of this project thread.
