Allow easy reordering within a tier #4
Description
After #3 is merged, it will be possible to drag items to separate tiers. An item is always placed on the last position in the tier. Theoretically this already allows reordering, but it's cumbersome and unintuitive. We should make it possible to simply drag an item within a tier to the desired position.
