Steve only creates structures from .nbt file on one set of coordinates.

I have managed to get everything working, except when I go to ask Steve to build the house.nbt file, they build the house in one singular location, and when I remove the Steve and create a new one, it continues to go to the same spot and work on the house. Is anyone else having this issue or is it that my Steves just love teamwork so much? I can tell them to stop building and they stop, but when I ask them to build a new one (even providing coordinates for where to build it), they continue with the old build.
