[Task] add `protocol_version` column to `Task` and `PushNotificationConfig` models and create a migration

Add protocol_version column to Task and PushNotificationConfig models to explicitly specify data format. It can be a nullable column with empty interpreted as legacy 0.3 format.

Create a protocol version database migration.
