[Bug] Quick Tile "dies" (stops working) after reboot (every reboot) on Android 16 Graphene OS (maybe other too)

Description

on latest GrapheneOS quick tile "dies" after each reboot

Steps to Reproduce

Provide steps to reproduce the issue, including any specific settings or configurations.

1. have Graphene OS (but started at this release https://grapheneos.org/releases#2025112100
2. have Caffeinate with all permissions
3. have a Caffeinate quick tile
4. reboot
5. after reboot quick tile "dies" (becomes grey and useless, tapping it does nothing)
   meanwhile opening the caffeinate app works as intended

removing then re-adding the quick tile works (new tile is active and operates as intended) but ONLY until reboot. Tile "dies" again after reboot

Expected Behavior

quick tile working as it used to

Actual Behavior

as said above tile dies and becomes inactive with every reboot

this is under development right now. the tile doesn't listen to boot complete broadcasts right now. however, for now if this happens you can just long click the tile or open the app and it'll become active again.
