specifically, for Fedora purposes, what's important is there's no way to change the RH Bugzilla API key. You get one shot to enter one the first time you try to report a bug; if you typo it, you're screwed. Also those API keys expire after a year, so even if you enter it right, a year later you won't be able to change it and you won't be able to file bugs.

If the "Preferences" button gets re-added, the translation template will need to get re-generated. See this PR.
