Would it be possible for Fedora to be loaded on to the chromebook or is the kernel too new.

Current codebase allows building rootfs for other distros, as long as said rootfs is buildable with a bootstrapper within a bash script. A patched systemd would be necessary to support booting, as the shim's init environment already mounts API filesystems iirc.

As for the kernel, that depends on your shim version for your board, as currently shimboot only runs on the signed shim kernel.
