Enhancement to support creating a Developer Console project using the “Empty Project” option via the aio console project create command.

Currently, aio console project create allows creating an App Builder project using the “Project from Template” option. However, there is no corresponding option or CLI command to create a Developer Console project using the “Empty Project” option.

Providing an aio CLI command to create an “Empty Project” would enable automation for additional use cases where a plain developer project setup is required, such as Edge Functions or other integration scenarios.
