feat: sync CLAUDE.md to all standalone plugin repos

Problem

Each standalone plugin repo (14 repos) needs a CLAUDE.md that reflects the plugin's context within the agentsys ecosystem. Currently only the agentsys repo has a maintained CLAUDE.md. Plugin repos either have no CLAUDE.md or have stale ones.

Scope

• Sync a plugin-appropriate CLAUDE.md to all 14 standalone repos via agent-core sync pipeline
• Template should include: plugin-specific context, cross-platform rules, checklist references, model selection guide
• Should be part of the agent-core → consumer sync (like lib/ vendoring)
• Each plugin CLAUDE.md should reference the plugin's agents, skills, commands

Acceptance Criteria

• CLAUDE.md template in agent-core
• Sync workflow pushes CLAUDE.md to all consumer repos
• Each plugin's CLAUDE.md has plugin-specific context (not just a copy of agentsys CLAUDE.md)
• Verified on at least 3 repos

• Generator script reads package.json + components.json per plugin

• Workflow hardened with fail-fast: false, porcelain change detection, env var shell safety
