No support for nested AGENTS.md in Github Copilot

When workspaces with multiple root directories in them, each of which has AGENTS.md, and possibly multiple recursively. The agent will it seems never accurately read the right AGENTS.md for the folder that is being worked on.

This seems like a bug or missing functionality. .

Although I checked VSCODE 'chat.useNestedAgentsMdFiles' in the settings. currently only .github/copilot-instructions work with nesting
