Create unique ids is not running as expected

Create unique ids on main branch is not working as expected. This is because assigning country name when running run_create_id.py does not work.

(More generally, it would be good to have all 4-attrib-cleaning functions in one wrapper function that calls them sequentially. This avoids missing one of the several cleaning steps when re-running the attrib cleaning.)
