local libp2p control doesn't work #164

Local dApp can't connect to the proxy which runs in Docker with the following error:

Port 9999 is exposed on Docker.

Work not as expected on v0.8.1
First try to connect to the localhost(127.0.0.1) and of course got error. After that connect to the right IP and start working:

right IP = local Raspberry Pi IP
