Integrate some sort of joseki dictionary

Kogo's dictionary has been suggested and we have official permission to integrate it: https://waterfire.us/joseki.htm

We need to consider:

1. Localization: do we want a dictionary to be localized or are we ok with English-only?
2. Do we want to use the original SGF file or can we use a more nimble storage format?
