C wrapper library

Creating a convenient wrapper library for C would allow more than just Rustaceans to use hexgate.

This would probably be implemented in it's own repository but I put it here  for organization purposes.

This would be kinda complex to implement because of vec allocations and the usage of generics in hexgate.
