If there are less master-candidate nodes that candidate pool size, offlining a current master-candidate node will fail (because there will not be enough master-candidates after).

Ganeti supports --auto-promote which will pick a random normal node and promote it to master-candidate.

Modify the evacuate_node_task to support this.
