新增envoyfilter配置不生效

• I have searched the issues of this repository and believe that this is not a duplicate.

Ⅰ. Issue Description

想要通过envoyfilter为网关配置一个固定的健康检查接口，返回固定的响应，但是未下发成功。

Ⅱ. Describe what happened

通过以下配置下发envoyfilter：

在controller的discovery容器中查询到该配置，但是在gateway中的config_dump中查不到，访问也无法实现预期结果。

Ⅲ. Describe what you expected to happen

期望通过gateway的80端口访问/f5/healthcheck接口时，返回固定响应。

1. 新建envoyfilter，配置如上

我配置的就是在gateway的config_dump中查看到的vhost的name。
