We might be able to reduce toil and offer more flexibility to dev teams (and a better experience) by using Amazon Controllers for Kubernetes to manage AWS resources declaratively.

Most of what's currently under terraform/deployments/govuk-publishing-infrastructure would potentially benefit from this.

Last time we looked at ACK was a few years ago and it's probably matured since then so worth another look.
