Kingdom Subgroup Permission Delegation

[Feature Request]

Add a function to Kingdoms which assigns certain chapters to a subgroup ("Grand Duchy"). Such subgroups would require the following functions:
• Assign and display officers (should be able to reuse the Set Officers interface), who gain the same permissions over chapters in the subgroup as kingdom officers do over kingdom chapters.
• Display member parks, name, heraldry, contact information, etc. (should be able to reuse the Kingdom interface)

Optionally, it would be nice to, rather than sign individual officer positions, assign a master park whose officers automatically gain officer access over the other chapters in the subgroup.
