Anyone can add attendance to or modify events

On my local instance I created a new player "asdfasdf". Logged in as that player, no privileges as park, kingdom, ork admin. This player was able to add attendance to various events not in their kingdom or park. They were also able to add a park to a kingdom event thus making it a park event. They were also able to add themselves as the player for an event. None of these changes can be undone in the UI by that new person or any admin. It requires a DB command to return an event to normal.
